Skyway Credit Director Kheh Thiam Hoo Accused of Corruption

Former Performance Motors employee Patrick Pow Kwok Yun, 47, also a former director of sales and marketing, is alleged to have received a bribe of over $160,000 in gifts and loans between December 2000 and June 2004. The name which was highlighted the most, in this case, was of Mr. Kheh Thiam Hoo

Pow is accused of obtaining a $13,390 Franck Muller watch in exchange for ‘maintaining a good business relationship’ with the finance company, from Kheh.

It was also said that Mr. Kheh has given Pow, two loans of $50,000 and $32,000 for accepting proposals, submitted by Skyway, on Parf/COE rebate certificate commission payout rates to Performance Motors.

Mr. Kheh of Skyway is also accused of giving Chong a $12,700 Pioneer plasma TV set to consider its future business proposals favorably.

Mr. Kheh is the director of Skyway Credit & Leasing Pte Ltd (Performance Motors Ltd’s appointed sole finance agent). Skyway, incorporated on 21st July 1999,  serves mainly as a credit agent between major banks and consumers for their vehicle financing needs. Other than providing financing in Singapore, its major business has now moved on to the Parallel Import of the luxury vehicle, offering consumers more options and more competitive prices.

Besides Mr. Kheh, Ms. Teo Kian Hong, a director of the car dealer, is also accused of giving a $1,200 Hermes watch, two Tag Heuer watches worth $1,390 and $1,575, a $1,388 Nokia 9210i Communicator mobile phone; and a $60,000 loan to Pow Kwok Yun.

Moreover, with corruptly obtaining gratification from Kheh Thiam Hoo and Teo Kian Hong, Patrick Pow was charged as an inducement to re-appoint their companies as dealers of Performance Motors Ltd. Pow was also fined S$120,000 and ordered to pay a penalty* of S$142,000 on 18 April 2005.
