The Corruption Scandal of Skyway Credit Director Kheh Thiam Hoo

Mr. Kheh Thiam Hoo, the director of Skyway, is accused of offering a bribe to Mr. Patrick Pow Kwok Yun, Former director of sales and marketing.

The case came into notice in 2005 and became popular as one of the biggest Corruption cases of those times. The whole instance relates to senior executives at the BMW distributor who was caught as taking bribes from car dealers and finance companies.

What Exactly Happened?

Mr. Pow obtained a ,390 Franck Muller watch from Mr. Kheh Thiam Hoo in exchange for 'maintaining a good business relationship' with the finance company

That’s not all; he is also alleged of receiving two loans of ,000 and ,000, from Mr. Kheh, for accepting proposals, submitted by Skyway, on Parf/COE rebate certificate commission payout rates to Performance Motors.

Another man who was bribed by Mr. Kheh during this case was Former senior sales manager Chong Ann Teck, 40. He is alleged of receiving a ,700 Pioneer plasma TV set from Mr. Kheh of Skyway to 'consider favorably' its future business proposals.

Who Is Kheh Thiam Hoo?

Mr. Kheh is the director of a well-known company, Skyway Credit & Leasing Pte Ltd (Performance Motors Ltd’s appointed sole finance agent). The firm, incorporated in 1999 July 21st, works majorly as a credit agent between major banks and consumers for their vehicle financing needs. Apart from providing financing to consumers in Singapore, the company’s main business has now moved on to the Parallel Import of the luxury vehicle, granting consumers more options and more competitive rates.

There was a total of 8 Cases regarding corruption charges, which Pow faced. Out of which three were related to finance company Skyway Credit and Leasing and five were related to car dealer Teo Tian Seng Motor Credit.

Other than Mr. Kheh, Ms. Teo Kian Hong, the director of the car dealer, is also accused of giving two Tag Heuer watches worth ,390 and ,575, a ,200 Hermes watch, a ,388 Nokia 9210i Communicator mobile phone; and a loan of rupees ,000 to Pow Kwok Yun.

As a result, Patrick Pow was fined S0,000 on 18 April 2005 and was also charged as an inducement to re-appoint companies of Mr. Kheh and Ms. Teo Kian Hong as dealers of Performance Motors Ltd.
